Territoires numériques : comment favoriser la (co-)création de valeur publique ?

Abstract

Depuis quinze ans, l'action publique locale a été profondément impactée par l'essor des technologies numériques. Les territoires sont ainsi devenus des « territoires numériques ». Pour les acteurs publics, l'enjeu est de ne pas subir cette transition, mais d'agir dans une perspective de création de valeur publique. Nous présentons les principaux résultats d'une recherche qualitative longitudinale auprès de quatre collectivités locales françaises porteuses d'une telle ambition. Nous mettons en évidence, pour chaque territoire, l'importance de définir et de mettre en œuvre une politique publique du numérique assortie d'une ambition de création de valeur publique multi-dimensionnelle. Nous soulignons ensuite que cette politique doit être dotée d'une gouvernance adaptée orientée vers la co-création de valeur avec les habitants du territoire. Dans cette approche les usages sont centraux, dans le cadre de nouvelles « alliances territoriales » autour du numérique.
