Abstract

The port governance is still a fascinating theme that has been evolving for 3 millennia according to influences that can be reformative, conservative, dogmatic or even liberal. The purpose of this research is to investigate port governance through the use of the key concept of compromise by questioning the capacity of public, private and civil stakeholders to develop managerial tools in a collaborative perspective. The theory of social regulation and pragmatic sociology enable to consolidate our conceptual framework. The Port Authority of Le Havre – France and the Port Authority of Abidjan – Ivory Coast are the two research fields that were investigated through semi-directive interviews. The main findings of the research are consolidated in a unique managerial and strategic toolbox with five key steps for operationalizing the practice of port governance by using the compromise.
