La Chine, une opportunité pour l’Algérie ?

Abstract

Cette introduction à l'ouvrage co-publié en 2017, "La Chine en Algérie. Approches socio-économiques", fait écho à l'introduction d'un premier ouvrage, co-publié en 2014, « Chine-Algérie, une relation singulière en Afrique », dans laquelle je interrogeais sur les stratégies des deux pays dans leurs échanges mutuels. Qu'en est-il en 2017? Dans quelle mesure les travaux présentés dans ce deuxième ouvrage viennent-il confirmer ou infirmer les conclusions provisoires auxquelles j'étais arrivée en 2014? Il s'agit de présenter ce qui a changé, tant en Chine qu'en Algérie, entre 2014 et 2017. Puis je m'interroge sur ce que l'Algérie a à apprendre de la Chine. Enfin, à la question de savoir si la Chine est une opportunité pour l'Algérie, je réponds qu'elle aurait pu l'être, mais que l'Algérie ne s'en est pas réellement saisie. Jusqu'à présent la Chine a plutôt été une aubaine pour les autorités algériennes, dont elles se sont servies pour mener une politique de court terme, sans véritable vision stratégique. L'article met en garde sur le fait que cette opportunité pourrait bien se restreindre dans le futur. En conclusion, je montre que la relation entre les deux pays pourrait être bien plus fructueuse si elle s'inscrivait dans une stratégie de long terme réfléchie et libérée de tous les clichés et préjugés agités par les occidentaux sur une hypothétique "menace chinoise".
