Le clair-obscur des statistiques de l’aide publique au développement

Abstract

L'aide publique au développement (APD) des pays de l'OCDE est définie puis comptabilisée par le CAD de l'OCDE depuis sa création, en 1961. Sa définition est la suivante : « L'aide fournie par les États dans le but exprès de promouvoir le développement économique et d'améliorer les conditions de vie dans les pays en développement ». Afin d'accompagner au mieux cette ambition, le CAD de l'OCDE fixe des règles précises de comptabilisation de l'aide, à savoir : (1) des versements réellement effectués par les donateurs, (2) des versements réellement effectués par les donateurs qui se traduisent par des transferts vers les pays en développement, (3) des versements réellement effectués par les donateurs qui se traduisent par des transferts vers les pays en développement inscrits sur la liste des bénéficiaires, (4) des versements réellement effectués par les donateurs qui se traduisent par des transferts vers les pays en développement inscrits sur la liste des bénéficiaires en dons ou en prêts considérés comme concessionnels.
