Abstract

Ce chapitre interroge les liens entre « territoire capacitant » et innovation sociale. Si l'innovation sociale peut être appréhendée dans sa version adaptative ou transformative (volonté du conseil départemental d'améliorer sa politique d'insertion dans un premier temps, puis bifurcation des chercheurs vers le « territoire capacitant » comme artefact médiateur), elle est surtout un prétexte à un changement de paradigme. L'enjeu n'est plus la question de l'impact des politiques publiques en matière d'insertion sur les populations ciblées, mais davantage la réappropriation du territoire choisi et construit par les acteurs. Le territoire foisonne de ressources que les acteurs en demande d'émancipation entendent mobiliser et convertir en capabilités (champ des possibles), ouvrant ainsi la voie à des formes radicales d'innovation sociale.
