Jumeaux numériques : de nouveaux leviers de co-création de valeur pour la gestion du patrimoine immobilier public local ?

Abstract

Les jumeaux numériques se déploient dans la gestion urbaine et territoriale, notamment à la faveur des politiques de Villes - Territoires Intelligents (Smart City), des politiques publiques de transformation numérique, et des politiques de renouvellement urbain (NPNRU). L'objectif de cette recherche exploratoire est de s'interroger sur l'apport de ces outils dans la création de valeur publique, en analysant les types de valeur publique attendus et leurs modes de création. Elle conduit à discuter la valeur ajoutée spécifique de ces outils par rapport aux outils existants, et à encourager le développement de pratiques évaluatives systématiques pour s'assurer de leur réel apport à la (co-) création de valeur publique.
