Abstract

La plateforme CoOPILOT (issu d'INRAE & de Résurgences R&D, depuis 2017) est un outil innovant d'appui aux politiques publiques (APP) dédié à la conception, au pilotage et à l'engagement dans la gouvernance participative. Elle s'appuie sur les travaux du groupe CoOPLAGE développé depuis 2008 au sein de l'UMR G-EAU. Elle couple 5 outils clés dans un workflow global permettant de : gérer des participants dans des décisions publiques, co-concevoir des processus décisionnels participatifs (e-Prepar), soutenir de la planification participative complexe (e-COOPLAN), gérer du suivi-évaluation de processus (e-ENCORE), modéliser et simuler des cadres de gestion socio-environnementale (e-WAG) et assurer un diagnostic de gouvernance (e-SMAG). Avec ses supports de débat, de cartographie et d'aide via un MOOC, elle fournit un cadre complet procédural pour la participation. Différents travaux de recherche (IA) sont conduits sur cette base, afin d'améliorer le co-pilotage. Une application majeure a actuellement lieu dans le projet PIA TIGA Littoral+ en Occitanie.
