Abstract

Cet article cherche à comprendre comment les principes du management public sont traduits dans le contenu formalisé des stratégies d'attractivité territoriale, comprises au sens des SRDEII. Suite à la dernière réforme territoriale, les métropoles et les régions ont l'obligation de travailler ensemble pour définir leur stratégie d'attractivité. Cette injonction s'analyse à l'aune du management public collaboratif, qui permet d'envisager les différents types de relations à l'oeuvre dans la formalisation des stratégies. Le management territorial interroge quant à lui les modalités de territorialisation de ces stratégies, adossées à un processus d'inclusion. Les analyses statistiques textuelles de douze stratégies d'attractivité régionale ouvrent la réflexion sur le caractère collaboratif, contingent, contraint et inclusif de ces stratégies et, permettent de proposer un cadre d'analyse pour comprendre comment leur contenu est défini.
