Abstract

Le report de la douzième conférence ministérielle (CM-XII) de l'Organisation mondiale du commerce (OMC), initialement prévue en décembre 2021, relance la double crise d'efficacité et de légitimité du système commercial multilatéral, ainsi que de l'organisation elle-même. Le modèle du Programme de Doha pour le développement (PDD), lancé en 2001 et fondé sur des stratégies mercantilistes de croissance avec un traitement spécial et différencié en fonction du niveau de développement des pays, apparaît en effet de moins en moins opérationnel. De fait, l'OMC doit composer avec de nouveaux équilibres de richesse et de puissance, dans une économie internationale en mutation. Cet article se propose d'exposer les trajectoires potentielles du système commercial multilatéral en revenant d'abord sur l'historique du PDD et le processus préparatoire à la CM-XII, puis en s'intéressant particulièrement à ce qu'ils révèlent de l'état des rapports économiques internationaux et des perspectives d'évolution de la coopération commerciale multilatérale en temps de Covid.
