Le régionalisme financier : essai de conceptualisation à l'aune des exemples espagnol et italien

Abstract

L'analyse du système de financement des régions en Espagne et en Italie permet de montrer que la caractéristique majeure du régionalisme financier réside dans son évolution permanente, résultat de la manifestation de tensions centrifuges et centripètes. « Condamné à l'abstraction », le juriste nourrit quelques perplexités face à des catégories fluctuantes à l'instar du régionalisme financier. L'État régional sert de modèle auquel on attribue certes des caractéristiques communément admises (reconnaissance des principes d'autonomie et de participation), mais qui se définit souvent par la négative, à la lumière d'un État unitaire et d'un État fédéral, empruntant tantôt à l'un, tantôt à l'autre. Il en est de même s'agissant de son versant financier. Le régionalisme financier est, lui aussi, déterminé en opposition à la centralisation et par défaut au fédéralisme fiscal, traduction imparfaite du fiscal federalism dont la théorie recoupe des domaines plus larges.
