Abstract

L'Italie a adopté très tôt des mesures sanitaires, juridiques et financières dans le cadre de la crise sanitaire de l'année 2020. Cette crise est un révélateur du lien intrinsèque et des relations parfois mouvementées entre les finances de l'État, les finances régionales, les finances sociales et les finances locales. L'Italie fait souvent office de laboratoire européen. La crise sanitaire de l'année 2020 a été une occasion de le rappeler. Premier pays européen touché par le Covid-19, l'Italie a été le premier pays à prendre des mesures pour contrer la propagation du virus. Celles-ci ont eu un impact profond sur les finances publiques italiennes. En outre, la mise en œuvre d'un dispositif légal d'urgence a bouleversé le régionalisme italien. C'est pourquoi cette crise a mis en lumière le lien intrinsèque entre les finances de l'État, les finances régionales, les finances sociales et les finances locales.
