The debate on state interventionism, far from being simply ideological, sheds light on the analysis of the political choices of leaders. In DR Congo, the examination of the 2021 budget exposes a budgetary management unfavorable to development: the constant effort of the State to mobilize its own resources is canceled out by a poor distribution of expenditure, operation spectacularly supplanting investments, in forecasts and achievements, sometimes with unnecessary overruns. To correct all this, the obligation of results must be privileged in the management of public finances. Control must become sufficiently rigorous at all levels and any cases of mismanagement sanctioned in accordance with the law. The State must also exploit innovative ways of financing itself.
