Abstract

Over the past fifteen years, local public action has been profoundly impacted by the rise of digital technologies. The territories have thus become "digital territories". For public actors, the challenge is not to undergo this transition, but to act in a perspective of creating public value. We present the main results of a longitudinal qualitative study of four French local authorities with such an ambition. We highlight, for each territory, the importance of defining and implementing a digital public policy with a multi-dimensional public value creation ambition. We then emphasise that this policy must be endowed with an appropriate governance system oriented towards the co-creation of value with the territory's inhabitants. In this approach, uses are central, in the framework of new "territorial alliances" around digital technology.
