Abstract

Dans le cadre de la préparation du Sommet de juin sur le financement la question a été posée de savoir s'il ne faudrait pas créer ou recommander la création d'une catégorie de « pays vulnérables ». Il faudrait d'abord se demander qui aurait la responsabilité de créer cette catégorie pour qu'elle fasse autorité. Seules les Nations unies ont la légitimité pour le faire et une réponse négative a déjà été donnée quand la question y a été posée il y a cinq ans. On pourrait certes imaginer que cette position change. Mais pour en comprendre l'enjeu et examiner la question au fond, il convient de rappeler ce point d'histoire.
