Abstract

La politique agricole commune (PAC), introduite en 1962, a connu une remise en cause de ses fondements économiques initiaux ainsi qu'une série de réformes menées sous pression, tant interne à la Communauté (coûts pour le budget européen, coûts économiques, inégalité de revenus et de richesses des agriculteurs, pollution), qu'externe (coûts pour les autres pays). Les négociations en cours au sein de l'OMC vont dans le sens d'une libéralisation du commerce agricole et impliquent une adaptation de la PAC et une ouverture plus grande du marché européen des produits agricoles au reste du monde. Étant donné que la conciliation des intérêts des États membres de l'UE débouche sur un budget agricole quasiment fixe dans les années à venir, l'intégration des pays d'Europe Centrale et Orientale (PECO) devient un vrai défi politique.
