Abstract

Le traité constitutionnel n'apporte pas d'éléments nouveaux sur la place des régions dans la construction européenne et sur l'avenir de la politique régionale de l'Union. Il confirme le rôle institutionnel du Comité des régions et il réaffirme l'objectif de cohésion territoriale. L'absence de précisions supplémentaires quant aux moyens financiers accordés et aux orientations générales de la politique régionale, laissent cependant craindre une réduction drastique des fonds structurels voire même, la disparition à terme de la politique régionale européenne au profit d'un rééquilibrage au seul bénéfice des États en retard de développement, comme le préconisait le rapport Sapir.
