Abstract

Sous la pression de la territorialisation croissante des activités économiques (mondialisation) et consciente les limites du dispositif antérieur inapplicable au contexte de l'Europe élargie, l'Union européenne ouvre avec la période 2007-2013 une nouvelle ère de l'interventionnisme communautaire. Le nouveau dispositif - tel qu'il est engagé et tel qu'il apparaît dans le Quatrième rapport d'étape sur la cohésion, le règlement relatif à l'emploi des fonds structurels et la décision du Conseil relative aux orientations stratégiques communautaires en matière de cohésion (respectivement de juin 2006, juillet et octobre 2006) - témoigne d'un profond changement dans la philosophie de la politique régionale européenne. Désormais les territoires infranationaux et les institutions locales sont pleinement mobilisés pour atteindre des objectifs économiques de croissance, emploi, innovation et compétitivité. Les mots clefs de la politique régionale sont désormais ceux de la stratégie de Lisbonne, ce qui soulève la question des nouveaux indicateurs d'évaluation de cette politique.
