Abstract

Avec l'Union Économique et Monétaire (UEM), la plupart des États Membres de l'Union européenne ont constaté une nette amélioration de la situation de leurs finances publiques. Pour autant, le caractère asymétrique de l'organisation des politiques économiques en Europe est à l'origine de nombreuses tensions. Ainsi, l'avertissement récemment adressé publiquement à l'Irlande par le Conseil des Ministres de l'Ecofin, de même que l'avis de la Commission européenne sur le déficit public de la France illustrent ces tensions. Cette divergence des partenaires européens quant au rôle et à la définition du policy-mix fait peser une menace sérieuse sur l'exercice de coordination des politiques économiques dans la zone euro. En l'absence d'un dispositif institutionnel adapté, ces tensions mettent en danger la crédibilité de la monnaie unique, moteur fédéral de politiques budgétaires sinon unifiées, du moins véritablement harmonisées.
