« De la faiblesse européenne » : la question de l’aide chinoise au sauvetage de la zone euro

Abstract

Des discussions récentes entre le Président Sarkozy et le Président chinois Hu Jintao ont porté sur l'aide que pourrait apporter la Chine au sauvetage de la zone euro. Les médias ont focalisé leur attention sur les contreparties exigées par la Chine pour venir en aide à l'Europe. Mais le dossier de l'aide chinoise met surtout en lumière le déficit d'Europe. Les flux de biens, services et capitaux ne circulent pas dans un « monde du contrat sans combat ». La Chine déploie son modèle de capitalisme d'État et œuvre de manière cohérente à la promotion de ses intérêts. Les pays européens quant à eux mènent des approches différenciées et non coordonnées. Seule une approche intégrée à l'égard de la Chine pourra permettre à l'Europe de tirer réellement bénéfice d'une « aide » chinoise.
