Du territoire politique au territoire des politiques publiques

Abstract

Force est de constater qu'à l'échelle locale, la notion de territoire reste très influencée en pratique par les logiques juridiques, institutionnelles ou encore électives. Le territoire politique privilégie alors plus les acteurs locaux, par exemple les collectivités territoriales ou encore leurs élus, au-delà des politiques publiques ou des compétences portées. L'objet de gestion du territoire est ainsi un sujet organisationnel, pouvant poser des problèmes de coordination, voire de compétition entre acteurs locaux, sur une même politique publique. C'est ce que montre par exemple le Secrétariat général de la modernisation de l'action publique (SGMAP) en 2013 sur le cas de l'insertion et de la lutte contre l'exclusion. Avec l'illustration ci-dessous, le Secrétariat général de la modernisation de l'action publique met en évidence un nombre d'acteurs très variés intervenant sur une même politique publique, non seulement sur des périmètres d'intervention qui peuvent être nationaux ou locaux, mais aussi avec des types d'opérateurs qui peuvent être étatiques, institutionnels ou encore associatifs.
