Abstract

Lors des débats relatifs à la loi relative aux « Libertés et Responsabilités des Universités » adoptée en 2007, ses promoteurs ont fréquemment mis en avant l'ambition de doter les universités françaises d'une « vraie GRH », grâce à des universités autonomes et aptes à prendre de meilleures décisions en proximité avec leurs besoins. Quinze ans après, cette communication propose de rendre compte de plusieurs transformations majeures intervenues pour les personnels d'appui (« BIATSS »). Au-delà de constats relatifs aux effectifs, la communication traite des politiques contractuelles, des filières de personnels et des pratiques de gestion des universités afin de caractériser les conséquences concrètes de la loi LRU sur le terrain et d'en discuter ainsi des résultats.
