Abstract

Dans cet article, nous analysons les conditions favorables à l'émergence et à la bonne conduite des réformes. En nous basant sur une large revue de la littérature mobilisant différentes approches méthodologiques, nous nous intéressons, dans un premier temps, aux incitations à la réforme, en analysant les raisons pour lesquelles les décideurs politiques seraient plus ou moins incités à entreprendre les réformes nécessaires. Dans un deuxième temps, nous analysons les déterminants de leur succès, en dénombrant particulièrement les facteurs d'économie politique susceptibles d'impacter la faisabilité politique des réformes.
