Abstract

The aim of this article is to examine the extent to which the reform of parental leave, which came into force in January 2015, may have changed the likelihood of mothers using this system, since the parental leave benefit no longer covers the entire period from birth to the child's schooling. To identify the causal impact of this reform, we use the data from the Labour Force Survey and implement an empirical methodology that combines a discontinuity design with a difference-in-differences approach. This reform has reduced the likelihood of taking full-time parental leave by around 10 percentage points. In addition, the mothers most affected by this reform are the least educated and private sector employees.
