With the collapse of the Soviet Union, armaments issues are taking a turn that was unexpected a decade ago. There is a profound change in France's defence policy, with the end of conscription and the rapprochement with European countries, especially in the field of technology and the manufacture of military equipment. A European conception of defence is beginning to interest the government, with the idea that nuclear weapons could be the spearhead of it.
