Abstract

Ce Policy brief décrit les contraintes principales que le tissu productif va devoir affronter en 2022 et 2023 afin de relever les défis de la prochaine décennie. Il se compose de deux parties qui abordent d'une part l'état du tissu productif en sortie de crise et d'autre part les défis pour le futur. La principale fragilité du tissu productif en sortie de crise est de nature financière car la crise a fortement affecté la liquidité des entreprises en raison de la baisse d'activité alors que les coûts fixes sont restés, par nature, inchangés. Aussi généreuses que les aides aient pu être, elles n'ont pas totalement compensé les pertes des TPE et PME qui s'accumulent dans les bilans au moment de la reprise. Pour augmenter la résistance aux chocs futurs, il y a deux leviers majeurs : l'investissement dans la R&D et l'innovation pour se rapprocher de la frontière technologique et l'ajustement des compétences aux besoins de l'intelligence artificielle et du changement climatique.
