Abstract

Alors qu'un vent de légalisation du cannabis souffle outre-Atlantique, la France, pays dont le régime juridique d'encadrement de cette substance est l'un des plus prohibitifs en Europe, ne semble pas vouloir évoluer malgré les fortes prévalences d'usagers que l'on peut y constater. Alors, avec plus de 700 000 usagers quotidiens, 1,4 million d'usagers réguliers et 4,6 millions de Français concédant avoir consommé du cannabis lors de l'année écoulée, selon le Baromètre Santé 2014 (Beck et al., 2015), et avec une implémentation policière assez sévère de la loi de 1970 à l'encontre de ces mêmes usagers, et plus spécifiquement d'une minorité d'entre eux, les dommages sociaux attribuables au cannabis sont à rechercher du côté de son encadrement politique plutôt qu'uniquement à l'encontre des conséquences de sa consommation (Ben Lakhdar et Tanvé, 2013). L'inefficacité de la politique prohibitionniste se caractérise de plus par l'enracinement dommageable profond du trafic de cannabis dans certaines zones périurbaines françaises (Kokoreff, 1998 ; Muchielli, 2007).
