Abstract

J'ai eu une carrière très brève au CNE. J'avais l'impression que le CNE fonctionnait comme un appendice mineur du Conseil d'État, suspendu aux décisions de Georges Cahen-Salvador. [...] Le CNE dépendait du Conseil d'État. Son Vice-président fournissait locaux, moyens de travail, rapporteurs et probablement fixait les ordres du jour. Ainsi, au-delà de la description purement juridique du Conseil national économique, il convient de s'interroger sur le fonctionnement effectif de cette institution nouvelle dans la France de l'entre-deux-guerres, et en particulier sur les acteurs administratifs qui, avec les représentants syndicaux et patronaux, ont construit son identité.
