Abstract

La politique familiale française a deux objectifs : garantir la parité des niveaux de vie entre familles et personnes sans enfants ; assurer à tous les enfants un niveau de vie minimal. Elle comporte des prestations sous condition de ressources, une allocation universelle et le quotient familial qui assure que deux familles de composition différente mais de même niveau de vie supportent des impôts équivalents. Ce système est plus équitable pour les familles que les systèmes de crédit d'impôts ou d'abattements. La France consacrait 202 milliards à la politique familiale en 1996, mais les familles avec enfants ont, en moyenne, un niveau de vie inférieur aux personnes sans enfants. Aussi, la mise sous condition de ressources des allocations familiales décidée en 1997, puis le plafonnement du quotient familial qui l'a remplacé sont des mesures injustes. De façon générale, le projet de concentrer la protection sociale sur les plus démunis fragilise le système de solidarité et risque d'accroître la fracture sociale.
