Abstract

The aim of this research is to understand how dematerialization transforms the intra- and inter-organizational processes of public and private actors in a territory. A qualitative research was carried out for two and a half years with professionals of the construction industry and local authorities in the context of public works contracts. The wide variety of actors involved in these contracts and the numerous documents to be dematerialized provide a context conducive to analyzing the organizational complexity posed by the digital transformation of public procurement. Based on the conceptual framework of affordances, the data analysis highlights the increased interdependence of actors in order to implement total dematerialization.
