Le difficile accouchement de l’Union bancaire

Abstract

L'union bancaire destinée à prémunir les pays de la zone euro de nouvelles crises financières se met en place. Laborieusement et a minima. La décision de construire une union bancaire est probablement la plus importante réforme de l'architecture de la zone euro engagée depuis le début de sa crise en 2010. Elle a été prise en juin 2012, au moment où l'Espagne était en grande difficulté et demandait à son tour une aide européenne pour sauver son secteur bancaire. Il s'agissait avant tout de briser le cercle vicieux entre les crises bancaires et celles des dettes souveraines, en autorisant une recapitalisation directe des banques en difficulté par des fonds européens. Elle devait en outre aider à prévenir les paniques bancaires. Enfin, l'union bancaire devait permettre de combattre la fragmentation des marchés bancaires en zone euro qui avait de nouveau progressé à l'occasion de la crise. La réforme effectivement engagée reste toutefois très en deçà des objectifs initiaux. C'est un premier pas.
