Abstract

L'accompagnement par les décideurs publics, nationaux comme locaux, de la transformation numérique des territoires ruraux est confronté à de nombreux risques. L'articulation entre les mesures nationales d'allocation de fonds (142 millions de 2019 à 2022) et les décisions locales nécessite, pour être efficace, une compréhension fine des enjeux de structures parfois complexes pour différents acteurs. Ainsi, parmi les tiers-lieux, les espaces de coworking (ECW) apparaissent comme des organisations pouvant être des leviers de développement économique et social mais dont la pérennité est dépendante des risques pris par différents acteurs. La revue de littérature sur les ECW et deux études de cas d'ECW en territoires ruraux en France donnent à voir les risques de trois catégories d'acteurs publics ou privés – fondateurs et accompagnateurs, pouvoirs publics locaux et usagers– et mettent en évidence la nécessité de les inclure conjointement dans une poli- tique publique de transformation numérique.
