Abstract

Ces vingt dernières années, les marges de manœuvre de la politique économique en France, et plus généralement en Europe, ont été réduites, d'une part par le renforcement des interdépendances économiques sous l'effet de la mondialisation, et d'autre part par le développement de contraintes institutionnelles, dans le cadre de l'Union monétaire. Par ailleurs, les difficultés économiques persistantes en France - ralentissement de la croissance, installation d'un chômage de masse, forte hausse du ratio d'endettement public - sont à la fois sources de défis et de contraintes pour les gouvernements. Doit-on considérer que les leviers traditionnels d'action ont disparu et que le rétablissement d'une croissance solide et du plein-emploi ne passent plus par la mise en œuvre de politiques nationales ? Après avoir rappelé et relativisé ces contraintes, Henri Sterdyniak analyse l'ensemble des choix de politique économique possibles pour la France, en soulignant leurs points forts mais aussi leurs risques.
