Abstract

Lors de la conférence famille du 29 avril 2003, le ministre délégué a annoncé les propositions de réforme de la politique familiale du Gouvernement. La réflexion s'est concentrée autour des aides à la petite enfance et plus particulièrement sur le système des modes de garde des enfants de moins de trois ans. Ceci se justifie parfaitement dans le pays d'Europe où il naît le plus d'enfants (762 700 pour l'année 2002 selon l'Ined). L'entrée massive des femmes sur le marché du travail a sonné le glas du modèle familialiste dans lequel l'homme travaillait pour subvenir aux besoins de la famille et la femme s'occupait des enfants. De facto le problème de la garde des jeunes enfants s'est posé. L'école maternelle accueille gratuitement les enfants (au moins pour une partie de la journée) dès leurs trois ans. Qu'en est-il des enfants plus jeunes, comment les faire garder ? Cette question apparemment anodine cache un enjeu de taille : celui de l'intégration des femmes sur le marché du travail et plus largement dans la société (...).
