Abstract

Aujourd'hui, le débat électoral américain donne lieu à des propositions généreuses et attrayantes pour l'électorat : Georges W. Bush envisage des réductions d'impôts tandis qu'Al Gore voudrait augmenter les dépenses (éducation et couverture maladie). Sur quoi se base une telle générosité ? Quelle est la marge véritablement ouverte par l'état des finances publiques américaines ? Dans les faits, l'État fédéral bénéficie d'un excédent budgétaire record : 124 milliards de dollars pour l'année budgétaire 1999. De tels chiffres, inhabituels pour les États-Unis, s'appuient sur la combinaison d'une croissance très rapide des recettes fiscales et d'un infléchissement structurel de l'évolution des dépenses (...).
