Abstract

Les minerais constituent les principales ressources nécessaires à l'amorçage et à l'auto-entretien du développement économique et social d'une bonne partie des pays en développement, notamment africains (RDC y compris) qui en sont dotés. Bien que l'extraction annuelle de millions de tonnes des produits miniers ait engendré des taux de croissance économique élevés, il convient cependant d'indiquer que cette croissance n'a pas été inclusive à cause surtout de son caractère extraverti (car étant tournée vers l'extérieur). En effet, l'industrie minière, travaillant exclusivement pour le marché international, crée peu de liens économiques avec les entreprises internes du pays. Par ailleurs, la majorité des investisseurs venant de l'étranger, cela implique que les profits redistribués aux investisseurs sous forme de dividendes ne sont pas réinvestis dans les autres secteurs de l'économie nationale ; dès lors, le secteur minier ne peut pas jouer le rôle d'industrie industrialisante ou de pôle de développement... »
