Abstract

L'Union européenne (UE) est devenue au cours des années 1990 et 2000 le leader écologique global, capable d'influencer les politiques environnementales bien au-delà de ses frontières, prenant la suite des Etats-Unis qui assumaient cette fonction dans les années 1960, 1970 et une partie des années 1980 (voir par exemple sur ce point Keleman et Volger, 2010). Le dossier climatique est emblématique de ce passage de témoin : les Etats-Unis bloquent depuis une décennie les négociations climatiques et sont revenus à reculons à la table des négociations sous l'administration Obama, les mains vides d'engagements sérieux.
