Abstract

L'État du Burkina Faso, dès l'annonce des premiers cas de Covid-19 dans le pays, a élaboré un « plan de riposte » dont une mesure phare a été la gratuité de l'eau en milieu urbain (bornes-fontaines, tranche sociale). L'eau est en effet le maillon central pour éviter la propagation de l'épidémie. Les besoins de financement ont été chiffrés et l'aide des bailleurs sollicitée. Nous analysons d'abord le contexte institutionnel dans lequel ces mesures ont été prises, et leurs conséquences sur la stratégie et les performances de l'opérateur public d'eau (ONEA). Nous documentons ensuite, sur la base d'une enquête menée dans le quartier non-loti de Bissighin, à Ouagadougou, la manière dont ces acteurs se sont appropriés – ou non – ces mesures et les stratégies qu'ils ont élaborées pour assurer un approvisionnement en eau dans un contexte incertain.
