Abstract

Les pays dont l'économie est la plus engagée dans le commerce avec les États-Unis – Mexique, Taiwan, Singapour – ont connu une récession en 2001, suivie d'un rebond en 2002. En Inde comme en Chine, les vastes marchés intérieurs et la faible ouverture financière isolent l'économie des perturbations mondiales. L'Amérique latine reste sous le coup du drame argentin. Le défaut de ce pays n'a pas produit d'effet de contagion financière. Mais l'incapacité des dirigeants à trouver une issue à la crise comme les tensions des marchés financiers à l'approche des élections brésiliennes retentissent sur toute la région. L'Afrique, marginalisée, est relativement abritée de la conjoncture mondiale. Un nouveau partenariat pour le développement lancé par les dirigeants africains veut s'attaquer aux conditions politiques aussi bien qu'économiques du développement...
