L’éthique de la répudiation de la dette publique

Abstract

L'éthique de la dette met en présence deux positions. La première consiste à condamner les pays et les gouvernements qui refusent de payer leur dette s'ils organisent leur insolvabilité (Patterson 1955). La seconde soutient que le statut moral de la dette publique est fragile et que finalement le refus de payer la dette sans être moral, n'est pas non plus fondamentalement immoral (Buchanan 1987). Cet article rappelle les arguments avancés par ces deux positions (sections 1 et 2), montre comment ils s'articulent l'un à l'autre et s'interroge ensuite sur leurs pertinences pour les débats actuels autour du paiement de la dette publique en France (3).
