Abstract

L'objectif de cette étude est d'identifier les facilitateurs et les obstacles à la mise à l'échelle d'un projet de FBP au Burkina Faso fin 2016. Il émerge des entretiens que la faible implication de certaines parties prenantes, comme les décideurs et décideuses, dans l'organisation du projet a nui à sa mise à l'échelle, au profit d'une politique portant sur l'exemption de frais d'utilisation. La mise à l'échelle du FBP est cependant possible grâce à certains éléments qui pourraient être intégrés dans cette politique. Les coûts perçus ainsi que l'implication financière importante de la Banque mondiale étaient des obstacles à la mise à l'échelle du projet. La participation de parties prenantes aux opérations de mise à l'échelle et une meilleure compréhension du contexte d'implantation sont primordiales.
