Le financement basé sur la performance et la motivation des agents-e-s de santé pour les plus performants au Burkina Faso

Abstract

Ce chapitre présente les résultats d'une étude de cas multiple des effets du financement basé sur la performance (FBP) sur la motivation des agent-e-s de santé dans deux hôpitaux de district et 16 établissements de santé primaire dans trois districts au Burkina Faso. Les résultats montrent qu'au-delà des personnalités ou des capacités des agent-e-s, les effets du FBP sur la motivation dépendent surtout du "terrain sur lequel on tombe". Dans les cas étudiés, plusieurs déterminants organisationnels ont effectivement participé à la construction d'effets du FBP : la participation et la transparence dans les formations sanitaires, le retour d'informations, la possibilité d'apprentissage, ou encore la qualité des infrastructures, des équipements et des ressources humaines.
