Classification societies in the international shipping market: analysis by the behaviorist approach

Abstract

Nowadays, the tasks of classification societies encompass both private (classification activity for clients such as shipyards and shipowners) and public services (statutory certification on behalf of flag States). Based on this observation, this article aims at better understanding the singular role that classification societies play in the global maritime market. The conceptual framework is provided by the behaviorist approach applied to the inter-organizational dynamics of supply chains. This approach allows for an in-depth analysis of the strategic behaviors of actors by mobilizing four logics: power, leadership, conflict and cooperation. The methodology designed for this research belongs to the "qualitative deductive" type. The data collection carried out over the 2014-2019 period combined several methods: interviews, direct observation and a focus group. The multiple perspectives provided by the behaviorist approach highlight the decisive and paradoxical role of classification societies, particularly in the management of maritime safety.
