Abstract

A ideia do desarmamento para o desenvolvimento foi particularmente estudada no início da década de 1980, por iniciativa das Nações Unidas. Destacou o peso económico da corrida armamentista das grandes potências, enquanto a ajuda ao desenvolvimento se revelava altamente insuficiente. No quadro dos acordos internacionais, tratava-se de os países desenvolvidos altamente militarizados reduzirem o financiamento do seu armamento e fornecerem parte dessas poupanças para apoiar o desenvolvimento dos países do Terceiro Mundo. Foram então feitas três perguntas principais. O armamento é um travão ao desenvolvimento? O desarmamento só tem efeitos positivos sobre as economias nacionais dos países desenvolvidos? O desarmamento pode ser facilmente acompanhado por transferências de recursos dos países desenvolvidos para os países em desenvolvimento?
