Réformes et performances dans les industries de réseau. Etat des lieux et application au cas des télécommunications

Abstract

Les industries de réseau, traditionnellement organisées en monopoles étatiques intégrés, ont connu d'importants mouvements de libéralisation à la suite notamment de la détérioration de leurs performances et du progrès technologique qui a remis en cause la propriété de monopole naturel qui les caractérisait. L'objet de cet article est double. Il établit, dans un premier temps, une grille d'analyse des trois types de réforme mises en œuvre en pratique : ouverture à la concurrence, privatisation des opérateurs historiques et régulation. Celle-ci est appliquée, dans un second temps, au secteur des télécommunications. Il apparaît que les réformes ont eu, globalement et conformément à ce que prédit la théorie économique, des effets positifs sur la performance du secteur. De même, il apparaît une complémentarité entre les différentes réformes mises en œuvre. Ainsi, la privatisation n'a des effets positifs sur la performance que dans la mesure où la concurrence a été introduite ou un environnement idoine de régulation est effectivement en place. Enfin, nous proposons une analyse succincte du cas algérien qui fait apparaître des résultats très contrastés entre les segments mobile et fixe.
