Abstract

Article d'une série de quatre présentés sur le site de la revue Horizons publics. Le dossier "Le management public à l'épreuve des transformations sociales" donne à voir les résultats de réflexions juridiques menées dans le cadre d'une recherche pluridisciplinaire dirigée en 2019-2020 par le Centre de gestion de la Haute-Savoie et le Centre de Recherche en Droit Antoine Favre de la Faculté de droit de l'Université Savoie Mont Blanc. Le projet Momaref « Définir un modèle managérial de référence dans la fonction publique territoriale » a réuni des chercheurs et des représentants d'administrations de Haute-Savoie (direction départementale des finances publiques, conseil départemental, communes). À partir de constats partagés sur les mutations en cours dans le fonctionnement des administrations, il s'agissait de montrer comment les techniques et concepts managériaux sont conciliés avec la pérennité des valeurs portées par un service public contemporain moderne.
