Abstract

La volonté de créer une réflexion française sur les questions d'intelligence économique est née d'une étude intitulée Techniques offensives et guerre économique i publiée en 1990 par l'Association pour la Diffusion de l'Information Technologique (ADITECH). L'étude insiste sur l'importance d'une analyse comparée des techniques de guerre économique développées par les puissances industrielles et les entreprises en temps de paix ; une approche également utilisée dans Stratégie et Surveillance des environnements concurrentiels ii , mais cette fois-ci quant à l'intelligence concurrentielle (« business intelligence) proprement dite. Notre coopération résulte de cette lecture commune des enjeux liés aux nouvelles formes de concurrence, s'appuyant sur des approches offensives de l'information. Cette coopération fut poussée plus en avant lorsque le Commissariat Général du Plan, et notamment Jean-louis Levet, nous donnèrent l'opportunité de participer au lancement en septembre 1992 d'un groupe de réflexion présidé par Henri Martre sur l'intelligence économique. Cette démarche aboutit à la publication du rapport « Intelligence économique et stratégie des entreprises ».
