Un Brexit bien négocié mais à l'avenir incertain

Abstract

La sortie du Royaume-Uni de l'Union européenne était inévitable, faute d'y être pleinement entré du fait de sa réticence à une intégration réglementée ne se limitant pas à une simple zone de libre-échange. L'accord entérinant le Brexit permet aux Britanniques de conserver leur accès au marché européen, comme ils le souhaitaient, c'est-à-dire sans droits de douanes ni quotas. Cependant, il les soumet désormais à des contrôles frontaliers afin de pouvoir s'assurer que des différences de normes et de réglementations ne viennent pas fausser la concurrence européenne, en quête d'équilibre économique et d'équité sociale. Mais cet accord, si satisfaisant soit-il, reste fragile du fait qu'il ne garantit pas l'absence de mécontentements provoqués par une moindre activité commerciale avec le continent et pourrait inciter à sans cesse renégocier. Paradoxalement, le secteur de la finance, exclu de l'accord de décembre 2020, échappe à ce risque.
