Abstract

L'industrie d'armement de la France a une longue tradition. Elle produit toutes les formes d'armes, nucléaire compris. Le système militaro-industriel dispose d'entreprises publiques, mixtes et privées. Le système de contractualisation avec l'Etat suppose des procédures juridiques relativement complexes. L'industrie d'armement est caractérisée par les effets de domination du secteur public et de ses liens directs avec les autorités gouvernementales, la part importante de la R&D militaire au regard de la R&D civile, les nécessaires constants progrès technologiques, les relations spécifiques entre les entreprises leader et les fournisseurs, les liens croissants mais encore insuffisants avec l'industrie civile, l'élasticité faible de la demande par rapport aux prix, les économies d'échelles souvent insuffisantes malgré les exportations d'armes, les restructurations des entreprises après la fin de la guerre froide, l'importance de la concurrence internationale et une politique de défense toujours fondée sur la dissuasion du faible au fort.
