Abstract

Un traité d'économie citoyenne qui tombe à pic. Après le choc de la crise économique enclenchée en 2020, l'explosion de la dette publique sera au cœur des débats de politique économique. Les auteurs déconstruisent les idées reçues les plus tenaces sur ce sujet : la dette publique est un fardeau pour les générations futures ; la France vit au-dessus de ses moyens, etc. Ce faisant, ils produisent un petit manuel sur le budget de l'État, les modalités de son financement, les limites et les erreurs d'interprétation du ratio dette/PIB, la distinction entre bonne et mauvaise dette, la façon dont la dette publique enrichit les riches ou peut être utilisée comme un instrument de domination. Ils explicitent aussi les moyens qui permettraient aux États d'affronter la récession en évitant le retour contreproductif des cures d'austérité : restructuration et monétisation de la dette, sortie de la dépendance aux marchés financiers et nouveau rôle de la Banque centrale, réforme fiscale redistributive et écologique, politique budgétaire au cœur de la transition écologique. Ces propositions, soumises au débat citoyen, entendent faire de la dette publique un instrument au service du bien commun.
