Abstract

Regionalisation and democratisation are two phenomena that have been driving the evolution of health policies in France since the 1990s. In spite of this, it was not until the reform of the Projet Régional de Santé (PRS) in 2016 that their combination and concrete implementation became effective within the contractual tools of health planning. The study carried out in the case of the Centre-Val de Loire region seeks to identify the extent to which the initial co-construction ambitions of the second generation PRS are effectively respected in the final document. The analysis reveals that citizens' concerns are taken into account in a global manner but little at the operational level and that health professionals and the administration dominate the renovated co-construction process to the detriment of users.
